UNESCO Cluster Office in Almaty opens call for the expert to conduct the assessment of the culture sector including the creative industries in the three Southern Caucasus countries (Armenia, Azerbaijan and Georgia). The period for submitting applications closes on 16 August 2021.
In the framework of UNESCO's contribution to the Country Common Analysis (CCA) and UN Sustainable Development Cooperation Framework (UNSDCF) processes in three Southern Caucasus countries Armenia, Azerbaijan and Georgia, based on UNESCO’s culture-related Conventions and the Regular Programme priorities, under the overall authority of the Director of the UNESCO Cluster Office in Almaty, and the direct supervision of the Culture Programme Officer of the UNESCO Cluster Office in Almaty the Contractor shall:
1. Conduct an analysis of the culture sector including the creative industries in Armenia, Azerbaijan and Georgia by undertaking a desk study, consulting relevant stakeholders, mapping ongoing programmes and projects implemented by the other development partners, including the UN agencies, as well as identifying key national partners and stakeholders in the region;
2. Based on the analysis and its outcomes, prepare an analytical report of minimum 20 pages (Times New Roman; 12) on each of three Southern Caucasus countries, which shall review information and data on:
2.1. World Heritage Properties;
2.2. National and other big museums;
2.3. Main destinations of cultural tourism;
2.4. Main cultural and creative industries;
2.5. Other relevant components of the culture sector.
3. Submit and discuss with UNESCO Almaty the structure of the content of the analytical report to be based on the outcomes of the analysis;
4. The analytical report shall also define UNESCO’s potential niche areas and develop recommendations for UNESCO’s possible support in the culture sector including creative industries and opportunities for funds mobilization for each of three Southern Caucasus countries;
5. Based on the report, develop short concept notes on the situation in the culture sector including creative industries in the each of three Southern Caucasus countries (2-3 pages per country; Times New Roman; 12) for submission to potential donor organizations and partners.
It is also agreed that:
• The Contractor will be working from the contractor’s usual workplace;
• Any possible bank charges of the contractor shall be charged to the contractual amount;
• All payments related to this contract will be done based on UN Exchange Currency Rate;
• All expenses exceeded the amount of the contract is the responsibility of the Contractor;
• The work should be completed by 5 December 2021.
• Draft version of the analytical report in English language for acceptance of UNESCO Cluster Office in Almaty – 1 November 2021;
• Final version of the analytical report in English language for acceptance of UNESCO Cluster Office in Almaty – 25 November 2021.
Selection Criteria:
• Higher education, preferably with Master Degree;
• Minimum 5 years of relevant proven analytical research experience in the field of culture, and Cultural and Creative Industries (preferably in Southern Caucasus or Eastern Europe) is essential;
• Experience or participation in the development of strategic documents/ research studies, providing planning and recommendations is also essential;
• Contractual experience with UN and/or other international organizations is an asset.
Skills/competencies:
• Ability to provide quality and timely services;
• Excellent writing skills and professional language competence in English;
• Excellent interpersonal skills and demonstrated negotiation and intercultural communication skills;
• Good ICT skills with proficiency in the use of MS Office (Outlook, Word, Excel, PowerPoint etc.);
• Ability to work in a multicultural environment.
